Now is a good time. I usually wait until at least after level 12 (for Silent Running) if not level 16 (Better Criticals). Those White Legs have some sharp eyes. I got to level 30 and I don't have the DLC yet- so perhaps you can go at the recommended level, ooooor you can go anytime. Whenever.
It's a bit of an immersion breaker, not that New Vegas was ever particularly good at that. Regarding DLC order, order of release works best: Dead Money, Honest Hearts, Old World Blues, Lonesome Road. Possibly reverse the first two if you like, since Dead Money is a bit more challenging than Honest Hearts. I agree it does get overlooked. But I think they over look the fact that you get some great armor and some really good weapons for completing the DLC. Also as you mentioned earlier, the survivor side quest is great and again you get some great stuff from it as well.
Speaking roughly as a NCR player. Dead Money: Sometime before reaching New Vegas at around level 20. Honest Hearts: Sometime after whacking those douchebags House & Caesar. Old World Blues: Sometime before the second half of the NCR quests. Lonesome Road: Between saving Kimball and the final main quest.

Lonesome Road is a good challenge DLC, but Dead Money and Old World Blues are both better, generally speaking.You can't do any DLCs after beating the game. You need to finish them before you do the battle is hoover dam. Honest hearts, owb, dead money, lonesome road is what I think most people are as the order, but I know some people like to jump into lonesome road right away because you can exit and reenter any time. Dead money is the hardest IMO.
